In Fluency, you can create budgets for Meta, just like for other advertising channels. However, there are specific considerations for Meta campaign budgets to keep in mind.
Finding Meta budget settings
In Blueprints
Hover over Automate (rocket icon) in the left menu, and select Blueprint Editor.
Select a Blueprint in the list—then a Meta campaign.
Open the Budget & Bidding menu.
In Manage
Hover over Manage (globe icon) in the left menu, and select Accounts.
Select an account with a Meta campaign.
Select a campaign and select Campaign Settings.
In the Campaign Details menu, Budget Settings will be on the right.
When creating a new budget in Manage, choose "Facebook" as the advertising channel.
Shared vs. single budget
Decide whether your budget will have multiple campaigns assigned (shared budget) or have only one campaign assigned (single budget). Note: The concept of a "shared budget" between campaigns does not exist within Meta. However, Fluency allows budgets to have multiple campaigns.
A campaign budget is evenly allocated based on the total number of ad sets under that budget. Example:
Budget = $1,000
Campaign A has four ad sets
Campaign B only has one
A total of five ad sets
Campaign A would receive $800 ($200 x 4) of the budget, and Campaign B would receive a $200 ($200 x 1) budget
Monthly vs. flighted (lifetime) budget
In Fluency, there are two budget types:
Monthly budgets: This budget type repeats monthly and runs for the entire month at a set value.
Flighted budgets: This budget type has specific start and end dates, allowing budgets to spend across more than one month. In Meta, flighted budgets are referred to as "lifetime budgets."
Note: Once a budget is created, you cannot switch between flighted and monthly types; a new budget must be created. For shared budgets, "monthly" is the default option; "flighted" is not available.

Ad set budget sharing
Ad set budget sharing enables Meta to automatically shift up to 20% of an ad set’s daily budget to higher-performing ad sets within the same campaign. When enabled, Fluency removes the campaign-level budget and manages spending exclusively at the ad set level.
Key requirements
Monthly Budgets Only: Not available for lifetime (flighted) budgets.
Uniform Bidding: All ad sets must use the same bid strategy.
New Campaigns Only: Per Meta API, this cannot be enabled for existing campaigns mid-flight.
Finding the ad set budget sharing toggle
In Blueprints: Blueprint Editor > Select a Blueprint > Select a Meta campaign > Open Budget & Bidding in the menu (see screenshot above).
In Manage: Select a Meta campaign in Manage > Campaign Settings > Under Budget Settings (see screenshot above).
